COVID-19 UPDATES AS ON 28.2.2021

India’s total Active Caseload has reached 1,64,511 today. India’s present active caseload now stands at 1.48% of India’s total Positive Cases.

6 States – Maharashtra, Kerala, Punjab, Karnataka, Tamil Nadu and Gujarat- have shown a surge in new cases in the last 24 hours. 86.37% of the new cases are from these six States

16,752 new cases were registered in the last 24 hours. Maharashtra continues to report the highest daily new cases at 8,623. It is followed by Kerala with 3,792 while Punjab reported 593 new cases.

Eight states are displaying an upward trajectory in daily new cases.
 

The Centre has been engaging with the States and UTs exhibiting higher caseload of active cases and those reporting a spike in the daily new COVID cases. The Cabinet Secretary chaired a high-level review meeting yesterday with the States/UTs exhibiting a surge in cases including Telangana, Maharashtra, Chhattisgarh, MP, Gujarat, Punjab, J&K and West Bengal.

Cabinet Secretary reiterated that States need to maintain a continued rigorous vigil in terms of containing the spread and not squander away the gains of the collective hard work of the last year. They were advised not to lower their guard, enforce COVID Appropriate Behaviour and deal firmly with violations. It was strongly underlined that they need to follow effective surveillance strategies in respect of potential super spreading events. Need for effective testing, comprehensive tracking, prompt isolation of positive cases and quick quarantine of close contacts were also strongly emphasized.

The Centre has also deputed high-level multi-disciplinary teams to Kerala, Maharashtra, Karnataka, Tamil Nadu, West Bengal, Chhattisgarh, Punjab, Madhya Pradesh, Gujarat and Jammu and Kashmir (UT) to ascertain reasons for the surge and coordinate with the State Health Departments in COVID-19 control and containment measures.

On the front of COVID Vaccination, a total of 1,43,01,266 vaccine doses have been administered through 2,92,312 sessions, as per the provisional report till 7 am today. These include 66,69,985 HCWs (1st dose), 24,56,191 HCWs (2nd dose) and 51,75,090 FLWs (1st dose).

India is all set to start the second phase of Covid-19 vaccination on March 1st, 2021 for those who are over 60 years of age and for people aged 45 and above with specified co-morbid conditions. To ramp up the Covid-19 vaccination capacity, around 10,000 private hospitals under Ayushman Bharat PMJAY and more than 600 private hospitals under the Central Government Health Scheme will be utilized. Other private hospitals empanelled under State Govts. Health Insurance Scheme can also participate as Covid-19 Vaccination Centres (CVCs).

A total of 1.07 Cr (1,07,75,169) people has recovered so far. 11,718 patients have recovered and got discharged in the last 24 hours.

84.19% of the new recovered cases are observed to be concentrated in 6 States.

Kerala has reported the maximum number of single day recoveries with 4,650 newly recovered cases. 3,648 people recovered in Maharashtra in the past 24 hours followed by 491 in Tamil Nadu.

113 deaths were reported in the last 24 hours.

Six States account for 84.96% of the new deaths. Maharashtra saw the maximum casualties (51). Kerala follows with 18 daily deaths andPunjabreported11 deaths in the last 24 hours.

Nineteen States/UTs have not reported any COVID19 deaths in the last 24 hours. These are Uttar Pradesh, Andhra Pradesh, J&K (UT), Odisha, Goa, Chandigarh, Himachal Pradesh, Assam, Lakshadweep, Manipur, Sikkim, Ladakh (UT), Mizoram, Meghalaya, Tripura, Nagaland, A&N Islands, D&D & D&N and Arunachal Pradesh.

Free COVID Vaccination at all Government Health Facilities

The next phase of the world’s largest vaccination drive for the age appropriate population groupswill commence from 1stMarch 2021 (tomorrow)Registration will open at 9:00 am on 1st March 2021 (at www.cowin.gov.in).Citizens will be able to register and book and appointment for vaccination, anytime and anywhere, using the COWIN 2.0 portal or through other IT applications such as Arogya Setu etc.

This information was shared during the orientation workshop organised by the Union Health Ministry and the National Health Authority (NHA) for the 10,000 private hospitals under Ayushman Bharat PMJAY, more than 600 hospitals empanelled under CGHS and other private hospitals empanelled under State Government’s Health Insurance Schemes,on Co-WIN2.0.The modalities of the new features integrated in the CoWIN2.0 digital platformwere explained to them.The private empanelled COVID Vaccination Centers (CVCs) were also trained on various aspects of the process of vaccination and management of adverse events following immunization (AEFI) through video conference with the support of the National Health Authority (NHA).

The participants were explained that all citizens that are aged, or will attain the age of, 60 years or more as on 1st January 2022 are eligible to register, in addition to all such citizens that are aged, or will attain the age of, 45 years to 59 years as on 1st January 2022, and have any of the specified 20 comorbidities (as annexed).

There will be only one live appointment for a beneficiary at any point of time for each dose. Appointments for any date for a COVID Vaccination Center will be closed at 3:00 pm on that day for which the slots were opened.  For example, for 1st March the slots will be open from 9:00 am till 3:00 pm on 1st March, and the appointments can be booked anytime before that, subject to availability. However, on 1st March an appointment can also be booked for any future date for which vaccination slots are available. A slot for second dose will also be booked at the same COVID Vaccination Center on 29th day of the date of appointment of the 1st dose. If a beneficiary cancels a first dose appointment, then appointment of both doses will be cancelled.

The eligible persons will be able to register at the Co-WIN2.0 portal through their mobile number, through a step by step process. With one mobile number, a person can register as many as four beneficiaries. However, all those registered on one mobile number will have nothing in common except the mobile number. The Photo ID Card Number for each such beneficiary must be different. Either of the following Photo Identity Documents can be used by citizens for availing of online registration–

It was also explained that the Central Government shall procure all the vaccines and supply them free of cost to the States and UTs who in turn will disburse them further to the Government and Private COVID Vaccination Centres (CVCs).It was re-iterated that all vaccines provided to beneficiaries at the Government Health Facilities will be entirely free of cost, while Private Facilities cannot charge the beneficiary a sum above Rs. 250 per person per dose (Rs 150/- for vaccines and Rs 100/- as operational charges). Private Hospitals are to remit the cost of vaccine doses allotted to them in a designated account of National Health Authority (NHA). Payment gateway for the same is being enabled by NHA on their website.

The Government of India has supplied two COVID-19 vaccines, Covishield & Covaxin, free of cost to the States/UTs to vaccinateHealth Care Workers (HCWs) and Front Line Workers (FLWs) and will also be able to cover the next priority group i.e. 60 years plus age group and the age group of 45 to 59 years suffering from Pre-Specified Co-Morbidities.

The States have been requested to operationalize the linkages between the COVID-19 Vaccination Centres (CVCs) (both government & private empanelled facilities) with the nearest cold chain points for ensuring smooth vaccine delivery to COVID Vaccination Centres (CVCs).

Dr Harsh Vardhan, Union Minister for Health and Family Welfare today addressed the Global Indian Physicians Congress, organized by the Global Association for Physicians of Indian Origin (GAPIO), through video conference. 

Expressing his appreciation to GAPIO, which since its inception in 2011 has endeavoured to bring 1.4 million physicians of Indian origin across the world on a single platform to facilitate exchange of knowledge, skills and research, Dr Harsh Vardhan called the association a shining example of the talent and caliber of Indian physicians who have made remarkable contributions in various fields of medicine across the globe.

Praising the contribution of medical professionals in the fight against the COVID-19 pandemic, Dr Harsh Vardhan said, “As the world faced the unprecedented crisis of COVID19, it has been our doctors, nurses and healthcare workers who have cemented their position as the foremost champions of humanity, saving humankind as it was staring at an existential crisis. I salute their courage, valour and selflessness in serving society. No words are enough to express gratitude towards all the Corona Warriors, who risked their own lives to save the lives of others. It’s unfortunate and a great personal loss for me that so many of them lost their lives during this time.” In this context, the Union Minister also noted GAPIO’s efforts towards establishing the Global Indian Physician COVID-19 Collaborative to continuously share their knowledge and experiences to arrive at the best possible approach for management of COVID-19.

Dr. Harsh Vardhan took the occasion to highlight the government’s efforts in controlling the COVID-19 pandemic: “It has been a result of our pre-emptive, proactive and graded approach that India has been able to perform well on various parameters related to COVID19. We have continuously maintained one of the lowest fatality rates and highest recovery rates across the world.”In this regard, he also noted, “Even with all the attention directed towards managing COVID19, our government did not lose sight of ensuring continuity of other essential health services. Various policy interventions as well as use of technology like telemedicine services played a key role in this regard. Our eSanjeevani platform has recorded millions of doctor-patient consultations in a short span of time.”

The Health Minister also noted the contribution of scientists: “Our scientists have done remarkably well, working round the clock to provide us with two vaccines which are being indigenously manufactured and have been approved for emergency use in India. The world’s largest vaccine drive is under way in the country and is moving forward at a rapid pace with more than 1 crore doses administered already.” “In what is a remarkable endorsement of our spectacular talent and capabilities, India which is often referred to as the pharmacy of the world is now also emerging as the COVID19 vaccine manufacturing hub of the world,” he added.

Detailing the ongoing work within the Ministry, he said, “We are now working towards further augmenting our healthcare systems through a paradigm shift of policies and overarching programs like the Pradhan Mantri Jan Arogya Yojana and Aatmanirbhar Swasth Bharat Yojana. A new thinking is taking shape with the establishment of the National Medical Commission, Nursing Commission Bill and National Commission for Allied Healthcare Professions Bills. Ambitious plans have been made for expanding medical colleges and revamping the healthcare infrastructure in India. We are constantly working to revolutionize the delivery mechanism of healthcare services in the country.”

Dr Harsh Vardhan also mentioned that all the endeavours of the Government of India can greatly benefit from the support and assistance of Associations like GAPIO. He added that facilitating exchange of ideas and knowledge will not only help formulate best practices but also expedite their implementation which will ultimately benefit society.

The Union Minister concluded his speech by congratulating all the GAPIO award winners for their outstanding work and extending his best wishes for the success of the Global Indian Physicians Congress.

India’s total Active Caseload has reached 1,59,590 today. India’s present active caseload now stands at 1.44% of India’s total Positive Cases.

6 States – Maharashtra, Kerala, Punjab, Karnataka, Tamil Nadu and Gujarat- have shown a surge in new cases in the last 24 hours. Maharashtra continues to report the highest daily new cases at 8,333. It is followed by Kerala with 3,671 while Punjab reported 622 new cases.

16,488 new cases were registered in the last 24 hours. 85.75% of the new cases are from 6 States and UTs.

Eight states are displaying an upward trajectory in daily new cases. 

In the last two weeks, Kerala has shown the maximum decline in the number of active cases, from 63,847 on 14th February to 51,679 today, while Maharashtra has shown the highest rise in active cases in the same period, from 34,449 on 14th of February to 68,810 currently. 

Cabinet Secretary will chair a high level review meeting today with the States/UTs exhibiting a surge in cases including Telangana, Maharashtra, Chhattisgarh, MP, Gujarat, Punjab, J&K and West Bengal.

A total of 1,42,42,547 vaccine doses have been administered through 2,92,312 sessions, as per the provisional report till 7 am today. These include 66,68,974 HCWs (1st dose), 24,53,878 HCWs (2nd dose) and 51,19,695 FLWs (1st dose).

The 2nd dose of COVID19 vaccination started on 13th February, 2021 for those beneficiaries who have completed 28 days after receipt of the 1st dose. Vaccination of the FLWs started on 2nd Feb 2021.

As on Day-42 of the vaccination drive (27th February, 2021), total 7,64,904 vaccine doses were given. Out of which, 3,49,020 beneficiaries were vaccinated across 13,397 sessions for 1st dose (HCWs and FLWs) and 4,20,884 HCWs received 2nd dose of vaccine.

Eight States account for 62.75% of the cumulative second dose vaccinations in India. Uttar Pradesh alone accounts for 12.64% (3,10,058) of the total second dose vaccinations in India. 

9 States/UTs have administered the first vaccine dose to less than 60% of the registered healthcare workers. These are Arunachal Pradesh, Tamil Nadu, Delhi, Telangana, Ladakh, Chandigarh, Nagaland, Punjab and Puducherry. 

12 States/UTs have reported vaccination coverage of more than 65% of the Frontline Workers. These are Ladakh, Uttarakhand, Chhattisgarh, Himachal Pradesh, Odisha, Tripura, Madhya Pradesh, Gujarat, Lakshadweep, Rajasthan, Kerala and Dadra & Nagar Haveli. 

12 States/UTs have reported vaccination coverage of less than 40% of the Frontline Workers. These are Puducherry, A&N Islands, Meghalaya, Assam, Tamil Nadu, Manipur, Arunachal Pradesh, Telangana, Punjab, Nagaland, Goa and Mizoram. 

A total of 1.07 Cr (1,07,63,451) people has recovered so far. 12,771 patients have recovered and got discharged in the last 24 hours. India’s Recovery Rate at 97.17% is amongst the highest in the world.

84.79% of the new recovered cases are observed to be concentrated in 6 States/UTs.

Maharashtra has reported the maximum number of single day recoveries with 4,936 newly recovered cases. 4,142 people recovered in Kerala in the past 24 hours followed by 642 in Karnataka.

113 deaths were reported in the last 24 hours.

Six States/UTs account for 82.3%of the new deaths. Maharashtra saw the maximum casualties (48). Punjab follows with 15 daily deaths and Kerala reported 14 deaths in the last 24 hours.

Seventeen States/UTs have not reported any COVID19 deaths in the last 24 hours. These are Gujarat, Odisha, Chandigarh, Jharkhand, Himachal Pradesh, Puducherry, Manipur, Mizoram, Lakshadweep, Ladakh (UT), Sikkim, D&D & D&N, A&N Islands, Tripura, Meghalaya, Nagaland and Arunachal Pradesh.

Private Sector Participation is being Scaled Up in COVID Vaccination
Around 10,000 hospitals under Ayushman Bharat-PMJAY and 687 hospitals under CGHS can be used by States as COVID Vaccination Centres (CVCs)

States also given freedom to use all Private Hospitals empanelled under State Government Health Insurance Schemes as CVCs

States can also use Health Facilities of all PSUs and all Government Health Facilities as CVCs

Private Hospitals functioning as CVCs may recover a charge subject to a ceiling of Rs. 250 per person per dose

Shri Rajesh Bhushan, Union Health Secretary today interacted with Health Secretaries and MDs (NHM) of States and UTs on the vaccination of age-appropriate groups through a video conference (VC) today.

The nationwide COVID-19 Vaccination drive was launched on 16thJanuary, 2021. From this date onwards, Health Care Workers (HCWs) were given the first dose of the COVID vaccine while Front Line Workers (FLWs) were included from 2nd February, 2021. So far, more than 1.5 core vaccinations have been done.

This nationwide vaccination program is now to be exponentially expanded to the following age-groups from 1st March, 2021:

i) all citizens above 60 years of age, and

ii) those within the age bracket of 45 to 59 years with specified co-morbidities

To ramp up the COVID vaccination capacity manifold, significantly large number of private facilities is being involving. Around 10,000 private hospitals empanelled under Ayushman Bharat PMJAY, more than 600 hospitals empanelled under CGHS and other private hospitals empanelled under State Govts. Health Insurance Schemes can participate as COVID Vaccination Centers (CVCs). Health Departments of State Governments have already initiated dialogue with these private hospitals so that they can be encouraged to participate in this drive as CVCs. A list of all these private hospitals has been uploaded on the website of Ministry of Health and Family Welfare and National Health Authority. These can be accessed at:

In addition, there would be Govt. health facilities which will be used as CVCs such as medical college hospitals, district hospitals, sub divisional hospitals, CHCs, PHCs, Health Sub Centers and Health and Wellness Centers. Geo reference maps with GPS coordinates of all these health facilities have been prepared that will serve as CVCs and these Geo referenced maps are being shared with the States.

The Government COVID Vaccination Centers will offer free vaccination for all with the Central Government bearing the full cost of the vaccination.

All the private health facilities which will serve as Government COVID Vaccination Centers must follow strict norms of due process, quality and safety including integration with the National Co-Win technology platform. All private health facilities must also have adequate space, adequate cold chain arrangements, adequate number of vaccinators and support staff and adequate arrangements for addressing Adverse Event Following Immunization (AEFI).

States were explained the 3 (three) methods of registration i.e. Advance Self Registration, Onsite Registration and Facilitated Cohort Registration.

States have been explained that the private hospitals functioning as CVCs can charge subject to a ceiling of Rs. 250 per person per dose along with the electronic and financial management mechanism in this regard. User Names and Passwords to be provided to the private facilities to facilitate effective use of CoWIN 2.0, were also discussed during the meeting.

In addition, mapping of private facilities with the nearest cold chain points to ensure seamless flow of vaccines to them was explained to the States. 

The simplified system of certifying people with 20 co-morbidities within the 45-59 years age group was also explained to the States. The simplified one page certificate to be signed by any registered medical practitioner is at annexure-1. The certificate can either be uploaded on Co-WIN2.0 by the beneficiary while self registering or a hard copy can be carried by the beneficiary to the CVC.

Cabinet Secretary Shri Rajiv Gauba chaired a high level review meeting with Chief Secretaries of States/UTs of Maharashtra, Punjab, Gujarat, Madhya Pradesh, Chhattisgarh, West Bengal, Telangana and Jammu & Kashmir. These States /UTs have been reporting a high active caseload or an increasing trend in new cases in the last week. The meeting to review and discuss the COVID management and response strategy, held through video conference, was attended by the Chief Secretaries and senior health professionals of the States/UTs along with the Union Health Secretary, DG ICMR, NITI Aayog Empowered Group members, and representatives from Home Ministry.

A detailed presentation was made on the current status of COVID-19 in these States with a focus on districts reporting increasing number of new cases, increasing trend in positivity and having a concerning testing trends. This was followed by a comprehensive review with all the States/UTs. The Chief Secretaries briefed about the current situation in the States and their preparedness to tackle the recent spike of COVID cases. They informed about the enforcement of COVID Appropriate Behavior by levying heavy fines and challans, reviewing the surveillance and containment activities closely with the District Collectors, and other steps being taken in line with the guidelines provided by MoHFW and MHA.

Cabinet Secretary reiterated that States need to maintain a continued rigorous vigil in terms of containing the spread and not squander away the gains of the collective hard work of the last year. They were advised not to lower their guard, enforce COVID Appropriate Behaviour and deal firmly with violations. It was strongly underlined that they need to follow effective surveillance strategies in respect of potential super spreading events. Need for effective testing, comprehensive tracking, prompt isolation of positive cases and quick quarantine of close contacts were also strongly emphasized.

The States were advised to take the following steps:

1.         Improve the overall testing in districts reporting reduction in testing

2.         Increase RT- PCR tests in states & districts having high antigen testing

3.         Refocus on surveillance and stringent containment in selected districts reporting reduced tests/high positivity & increased cases

4.         Monitor mutant strain & clustering of cases for early hotspot identification & control

5.         Focus on clinical management in districts reporting higher deaths

6.         Undertake priority vaccination in districts reporting higher cases

7.         Promote COVID-appropriate behavior ensure effective citizen communication to not let complacency set in, especially in light of vaccination drive entering the next phase; and enforcing stringent social distancing measures.
