Update on COVID-19 Vaccination

Nearly 53 lakh Healthcare Workers Vaccinated across the country

3,31,029 beneficiaries vaccinated till 6 pm on 21th day of vaccination drive

Only 0.0005% people have recorded hospitalization against vaccinations

The countrywide COVID-19 vaccination program was conducted successfully on the twenty-first day as well.

The cumulative number of healthcare workers vaccinated against COVID19 is nearly 53 lakhs today. 52,90,474 beneficiaries were vaccinated through 1,04,781 sessions, as per the provisional report till 6 pm today.

3,31,029 beneficiaries vaccinated till 6 pm on 21th day of vaccination drive

Final reports would be completed for the day by late tonight.

One of the highlights of the vaccination process is a link for downloading the certificate which is also a part of confirmatory SMS sent to the beneficiary post vaccination.  The Certificate can also be downloaded by the Vaccinator and District Immunization Officer and handed over to the beneficiary.

Total 27 persons have been hospitalized so far. 0.0005% people have recorded hospitalization against vaccinations. No new hospitalization is recorded in the last 24 hours.

Total 22 deaths have been recorded till date. One New death reported in past 24 hours of a 77 year old Male in Agra, 7 days after vaccination. It was a case of Shock with pre-existing Diabetes.

None of these deaths have been causally linked with COVID-19 vaccination.

Multidisciplinary Research Unit (MRU)

In the year 2013-14, the Government introduced the scheme of establishing Multidisciplinary Research Unit (MRUs) in Government Medical Colleges to strengthen research environment, bridge the gap in infrastructure inhibiting health research, and improve the overall health status of the population by creating evidence based application of diagnostic procedure/processes/methods.

So far 80 MRUs have been approved. Statement containing details of 80 units State/UT and medical college-wise is annexed.

 

Proposals for establishing new MRUs are received on continuous basis from all the States and Union Territories of India. These are considered in the Department as per the scheme guidelines. After completion of necessary requirements, approval for establishing MRUs is accorded. 

 

The funding norms, as per scheme guidelines, provide for non-recurring and recurring grant in the following manner:

 

Non-Recurring Grant:

 

          i.            Civil Construction --- Rs. 0.25 crore

(ii) Equipments --- Rs. 5.00  crore in 03 installments

 

 

 

Recurring Grant:

 

          i.            Salaries --- Rs. 0.252 crore

(ii) Contingencies --- Rs. 0.222 crore

 

Funds of Rs. 26.25 crore have been disbursed during the last 03 years for establishing new MRUs as per the funding norms of the scheme.

 

Department of Health Research has a Central Sector Scheme titled “Setting-up of nation-wide network of laboratories for managing epidemics and national calamities”. The Scheme has mandate to create three tier networks of Virus Research and Diagnosis Laboratories at Regional Level, State level and Medical College Level for timely diagnosis/identification of viruses during outbreaks of epidemics and generation of data about viral diseases for facilitating quick deployment of resources & measures to save the human lives.

 

Regional Laboratories have state-of-art facilities so that it could achieve the objectives in research, continuous monitoring and surveillance of existing as well as new viral and other strains and handling of viruses etc. with a potential of being used as agents of bioterrorism, capacity building, diagnosis, development of diagnostic kits etc.

 

State Level Laboratories are equipped with BSL-2 facility and expected to carry out serology, RT-PCR, isolation, fluorescence microscopy, tissue culture and sequencing for all enlisted viruses. These laboratories are also expected to be involved in basic as well as applied research on viruses, development of kits and diagnostic reagents and identification of unknown/referred samples from the Sub-state level laboratories.

 

Medical College Laboratories, in case of any outbreak / epidemic, carry out the initial diagnosis/ screening at the most peripheral areas & nearest to the site of outbreak.  While the medical college labs are expected to identify all listed common viruses, the viruses/agents which cannot be identified by these labs are referred to the State/Regional Labs for identification and / or characterization.

 

Till date total 118 Labs- 10 Regional Level, 23 State Level and 85 Medical College Level Labs have been established across the country.

Skill Training Centre for Emergency Medical Services

Union Ministry of Health & Family Welfare, under its Central Sector Scheme, ‘Human Resource Development for Emergency Medical Services’, has provision for setting up 140 Skill Centres to be established in government medical colleges across India to impart skills on life saving interventions.

 

Under the said scheme, 17 such Skill Centers have been proposed to be set up in Uttar Pradesh. Of these nominations for 11 Skill centres by the State Government of Uttar Pradesh have been received so far.

 

This is a Central Sector Scheme under Ministry of Health & Family Welfare, where setting up of skill centers is 100% funded by the Central Government.

 

For each skill centers, funds to the tune of Rs. 2.60 to 2.90 crores (depending on the location) are released to Government Medical Colleges/ Institutions subject to their recommendation by the concerned state government. The funds allocated is for infrastructure and procurement of training equipment.

 

So far, 82 medical colleges have been granted funds to the tune of Rs. 121 Crores.

Measures for Population Control

The Government has been implementing the National Family Planning Program which provides voluntary and informed choices to the beneficiaries through a target free approach with the objective of checking population increase in the country.

 

A National Population Policy has been formulated in the year 2000 with the long-term objective of attaining population stabilisation by 2045.

 

Various initiatives have been taken under the National Family Planning Program providing broad range of services mentioned as follows:

 

1.        New Contraceptive Choices: The current contraceptive basket comprising of Condoms, combined oral contraceptive pills, emergency contraceptive pills, Intrauterine contraceptive uterine device (IUCD) and sterilization has been expanded with inclusion of two new contraceptives- Injectable contraceptive (Antara programme) and Centchroman (Chhaya)

2.        Post-partum Intrauterine contraceptive device(PPIUCD) incentive scheme under which PPIUCD services are provided post delivery.

3.        Compensation scheme for sterilization acceptors which provides compensation for loss of wages to the beneficiary and also to the service provider and team for conducting sterilisation. 

4.        National Family Planning Indemnity Scheme (NFPIS) under which clients are compensated in the eventualities of death, complication and failure following sterilization operations. 

5.        Family Planning Logistics Management Information System (FP-LMIS): dedicated software has been launched to ensure smooth forecasting, procurement and distribution of family planning commodities across all the levels of health facilities.

6.        Mission ParivarVikas: Mission ParivarVikas has been introduced for substantially increasing access to contraceptives and family planning services in seven high

focus states having TFR of more than 3 namely Uttar Pradesh, Bihar, Madhya Pradesh, Rajasthan, Jharkhand, Chhattisgarh and Assam..

7.        Scheme for Home Delivery of contraceptives by ASHAs at doorstep of beneficiaries has been taken up.

8.        Scheme for provision of Pregnancy Testing Kits in the drug kits of ASHA for use in communities. 

 

The National Family Planning Programme of the Ministry of Health and Family Welfare is working closely with the states and UTs to provide technical support and guidance under overall tenets of the National Population Policy 2000 and oversees its implementation.

 

 

The following schemes provide for involvement of private partnerships for provisioning of Family Planning services:

 

1.        Accreditation/ Empanelment of private facilities/providers: The private facilities/providers are accredited/ empanelled through State/District Quality Indemnity sub committee for provision of free sterilization services. The accredited facilities are also provided indemnity coverage.

 

2.        Clinical Outreach Teams (COT) Scheme provides for family planning services through mobile teams from accredited organizations in far-flung, underserved and geographically difficult areas in the seven Mission ParivarVikas States namely Uttar Pradesh, Bihar, Madhya Pradesh, Rajasthan, Jharkhand, Chhattisgarh and Assam.

Medical Colleges

The Ministry of Health & Family Welfare administers a Centrally Sponsored Scheme for “Establishment of new medical colleges attached with existing district/referral hospitals” for establishment of medical college by upgrading the district hospitals in districts where there are no medical colleges. A total of 157 medical colleges have been approved under three phases of the Scheme.

 

Further, meetings with the States are held at regular intervals to monitor the progress of the medical colleges in terms of construction, utilization of funds and plan of the States to make the colleges functional. The State-wise details of the number of Medical Colleges along with PG seats in the country are at Annexure-I.

 

Besides, the Central Government has taken several steps to increase the number of medical seats in the country. These include:

i. Centrally Sponsored Scheme- Strengthening/ up gradation of existing State Government/Central Government Medical Colleges to increase MBBS and PG seats.

ii. Minimum Standard Requirements for setting up of Medical College have been rationalized in terms of land, faculty, staff, bed strength, equipment and other infrastructure.

iii. Enhancement of maximum intake capacity at MBBS level from 150 to 250.

iv. DNB qualification has been equated with the corresponding MD/MS and DM/M.Ch to take care of shortage of faculty.

v. Enhancement of age limit for appointment/ extension/ re-employment against posts of teachers/dean/principal/ director in medical colleges upto 70 years.

vi. The teacher-student ratio has been rationalized to increase in number of PG seats.

vii. By amending the regulations, it has been made mandatory for all medical colleges to start PG courses within 3 years from the date of their MBBS recognition /continuation of recognition.

viii. Colleges are allowed to apply for PG courses in clinical subjects at the time of 4th renewal. It will serve to advance the process for starting PG courses by more than 1 year.

ix. Provision has been made in the Regulations to offer less number of seats to the applicant medical college, in case, it falls short of minimum prescribed requirements of applied intake to avoid wastage of human resources.

x. A Consortium (a group of 2 or upto 4 private organizations) has been allowed to establish a medical college.

xi. To promote establishment of medical colleges in PPP mode, Viability Gap Funding Scheme has been launched.

 

The erstwhile Board of Governors, Medical Council of India, with prior approval of the Central Government  had amended Post Graduate Medical Education Regulations, 2000 to provide that it shall be incumbent upon medical Colleges/Medical Institutions to make an application for starting Post- graduate medical education courses within three years of grant of recognition of its MBBS qualification.

More Than 18 Lakh Consultations Completed On E-Sanjeevani

eSanjeevaniOPD (Patient to Doctor Teleconsultation services) has been rolled out in 25 States/UT. eSanjeevani HWC (Doctor to Doctor Teleconsultation services) has been rolled out in 20 States/UT.

 

As on 01 Feb 2021, more than 18 lakh consultations have been completed using the two streams of eSanjeevani (HWC & OPD).

 

Following two premier institutions have setup specialised OPDs on eSanjeevaniOPD:

 

1.        ) All India Institute of Medical Sciences (AIIMS) – Bathinda has set up specialised OPDs (such as General Medicine, Orthopaedics, Psychiatry Radiation Oncology, General Surgery, Dermatology, Paediatric Surgery, Urology, Surgical Oncology, Dental Surgery, ENT, Ophthalmology and Gynaecology) on e-eSanjeevani OPD. 

 

2) AIIMS BIBINAGAR has set up specialised OPDs ( such as General Surgery, Orthopaedics, Paediatrics, Ophthalmology, Community and Family Medicine and Gynaecology).

 

Teleconsultation for OPD consultation has been started through e-Sanjeevani app in Delhi initially from 25.08.2020 and extended to other cities subsequently from 4th December 2020.

 

The Consultation is available from 9 AM to 12 PM from Monday to Saturday and Consultation services is available with Specialists of Medicine, Orthopaedics, Eye, ENT and Psychiatry.

Under the Ayushman Bharat scheme, the Ministry of Health and Family Welfare is transforming 1.5 lakhs SHCs and the PHCs into the Health and Wellness Centres (HWCs). Under the ambit of this scheme, this Ministry is utilizing the benefits of information technology to enable HWCs with Telemedicine services from hubs being set up in Medical Colleges/district hospitals.

 

States are being supported under NHM for further supporting States for implementation of eSanjeevani, based on the requirement posed by States in Programme Implementation Plan

 

(PIP), subject to availability of resources.

Launch of Covid Vaccine

The COVID-19 vaccination has been rolled out in the country from 16th January 2021 in a phased manner starting with prioritised groups of Health Care Workers and Front Line Workers. The roll-out of COVID-19 vaccine is being done simultaneously across all States and UTs.

The Government has sufficient doses of COVID-19 vaccine available for the on-going phase of COVID-19 vaccination throughout the country.

The existing cold storage facilities under Universal Immunization Programme have been further strengthened and are being used for storing COVID-19 vaccine. The available storage space is sufficient to store COVID-19 vaccines already supplied to States/UTs.

Steps Taken for Control of Bird FLU

The strains of Bird Flu detected so far are H5N1, H5N8 and H5. National Institute of High Security Animal Disease (NIHSAD), Bhopal is conducting laboratory testing for bird flu in meat products in the country.

Food Safety and Standards Authority of India (FSSAI) has a network of 190 primary food testing laboratories under Section 43(1) of Food Safety and Standards Act, 2006 and 18 Referral Laboratories under Section 43(2) of the Act. Besides these, there are 18 State Food Testing Laboratories continuing under Section 98 of the FSS Act 2006. Out of these, almost 165 food laboratories are capable of testing meat and meat products.  2 Referral laboratories viz.  National Research Centre on Meat Hyderabad and Central Institute of Fisheries Technology, Kochi are dedicated for the purpose of testing meat and fish.

25 notified primary food testing laboratories and some Referral Laboratories viz CALF-National Dairy Development Board, Gujarat, CIFT, Kochi, NRC, Meat , Hyderabad, National Food Testing Lab, Kolkata and one  National Reference Laboratory viz. Edward Food Research and Analysis Centre, Kolkata have facilities for testing of Antibiotic residues.

Till date there are no laboratory confirmed human cases of avian influenza reported in the country.

No vaccine has been developed in India or procured by the Government to protect people from bird flu/avian influenza. Zoonotic diseases for which vaccine has been widely used and procured by the Government is Rabies, Japanese Encephalitis, Kyasanur Forest Disease.

Department under Assistance to States for Control of Animal Disease (ASCAD) supplement the efforts of States/UTs Government for prevention, control and containment of animal diseases including bird flu by providing financial assistance based on the action plan and requirement of the states. The financial assistance provided to the states affected with bird flu is given in at table below.

Impact of Covid on Persons With Critical Health Issues

As per the latest ‘Sankalak: Status of National AIDS Response’ (2020) report of the Government, around 5.56 lakh HIV/AIDS cases have been reported in last three years under HIV testing and counseling services of National AIDS Control Programme in country.

The National AIDS Control Organization (NACO) has facilitated service provision for HIV/AIDS and related co-morbidities like Tuberculosis during the COVID-19 pandemic to all persons registered with the various facilities under the programme.

NACO issued guidance notes to all State/ Union Territories AIDS Control Societies (SACS) to ensure continuity of service provisions as much as possible through differentiated modalities like multi-month dispensation of Anti-retroviral treatment (ART), community-based screening for HIV and decentralized options for management. Necessary actions were taken to ensure unhindered movements of front-line workers and vehicles towards emergency relocations and delivery of medicines to people living with HIV/AIDS.

States were further instructed not to deny medicines if any HIV positive patients were stranded in other States/districts during the pandemic.

NACO also convened several virtual meetings with all stakeholders including community representatives to regularly review and reiterate these instructions.

NACO has also written to all SACS as well as Ministry of Social Justice and Empowerment for inclusion of PLHIV, and other related populations in social protection schemes.

NACO has not conducted any study on impact of COVID-19 on people suffering from HIV/AIDS.

India’s total Active Cases less than Total Deaths; Active Cases slide further down to 1.51 lakh

Nearly 50 lakh beneficiaries vaccinated against COVID19

India’s Cases and Deaths per million population amongst the lowest in the world

Fourteen States/UTs have reported no deaths in the last 24 hours.

India’s total active caseload continues to follow a consistent downward slide.

The total Active Cases have dropped to 1.51 lakh (1,51,460) today. It is less than total deaths recorded (1,54,823) till today. The active caseload consists of just 1.40% of India’s total Positive Cases.

India’s Daily New Cases also continue to follow a downward trajectory. 12,408 daily new positive cases recorded in the last 24 hours.

India’s cases per million population (7,828) are amongst the lowest in the world. This count is much higher for countries like Russia, Germany, Italy, Brazil, France, UK and USA. 

17 States/UTs have a lower case per million population than the national average. Lakshadweep has the lowest average of 1,722 cases per million among all States and UTs.

As on 5th February, 2021, till 8:00 AM, nearly 50lakh (49,59,445) beneficiaries have received the vaccination under the countrywide COVID19 vaccination exercise.

In the last 24 hours, 5,09,893 people were vaccinated across 11,184 sessions. 95,801 sessions have been conducted so far.

61% of beneficiaries vaccinated are from 8 States/UTs. Uttar Pradesh accounts for 11.9% (5,89,101) of the total beneficiaries vaccinated in India.

A total of 1.04 Cr (1,04,96,308) people have recovered so far. 15,853 patients have recovered and got discharged in the last 24 hours. The Recovery Rate has reached 97.16%. The higher number of recoveries via-a-vis new cases has widened the gap between recovered and active cases to 1,03,44,848.

85.06% of the new recovered cases are observed to be concentrated in 6 States/UTs.

Kerala has reported the maximum number of single day recoveries with 6,341 newly recovered cases. 5,339 people recovered in Maharashtra in the past 24 hours followed by 517 in Tamil Nadu.

 

12,408 daily new cases registered in the last 24 hours.

84.25% of the new cases are from 6 States and UTs.

Kerala continues to report the highest daily new cases at 6,102. It is followed by Maharashtra with 2,736, while Tamil Nadu reported 494 new cases.

120 deaths were recorded in the last 24 hours.

Six States/UTs account for 74.17% of the new deaths. Maharashtra saw the maximum casualties (46). Kerala follows with 17 daily deaths, while Punjab and Delhi reported7 deaths each.

Fourteen States/UTs have reported no deaths in the last 24 hours. These are Andhra Pradesh, Jharkhand, Puducherry, Manipur, Meghalaya, Sikkim, Nagaland, Mizoram, Ladakh (UT), Tripura, Arunachal Pradesh, A&N Islands, D&D & D&N and Lakshadweep.

India’s 112 deaths per million population are also amongst the lowest in the world.

On the positive side, 19 States/UTs have reported lower deaths per million average than the national average. Lakshadweep leads with an average of 0 deaths per million.

17 States/UTs have reported higher deaths per million population than the national average. Delhi’s figure of 581 deaths per million is the highest among all the states.
