Update on COVID-19 Vaccination & National Polio Immunization Drive

More than 41 lakh Healthcare Workers Vaccinated across the country against Covid-19

11.04 crore children vaccinated for Polio till today

COVID-19 Vaccination Drive:

The countrywide COVID-19 vaccination program was conducted successfully on the eighteenth today. The Prime Minister launched the countrywide COVID 19 Vaccination drive on 16th Jan 2021.

The cumulative number of healthcare workers vaccinated against COVID19 has crossed 41 lakhs today. A total of 41,20,741beneficiaries (till 7 pm today) vaccinated through 76,516 sessions, as per the provisional report. 3,785 sessions were held till 7 pm today.

Two states, Gujarat and West Bengal, initiated vaccination of frontline workers today. 19,902 frontline workers have been vaccinated till 7 pm today, as per the provisional report.

Overall, 1,70,585 beneficiaries were vaccinated till 7 pm today. Final reports would be completed for the day by late tonight.

106 AEFIs have been reported till 7 pm on the eighteenth day of the vaccination drive.

National Polio Immunization Drive:

The countrywide National Polio Immunization Drive was conducted successfully on the third day today.

As per provisional report, total of 11.04 crore children under five years across the country have been given polio drops till today.

President of India Shri Ram Nath Kovind had launched the National Polio Immunisation Day for 2021 by administering polio drops to children less than five years old at Rashtrapati Bhawan on 30th January 2021.   

The NID Pulse Polio Campaign began on 31st January 2021 (popularly called Polio Ravivar) across all States/UTs of the country. The booth activity is followed by house-to-house surveillance (mop-up rounds) over the next two to five days to identify and vaccinate children who missed getting vaccinated at the booths.

During the Financial Year 2020-21, Rs. 6309.90 crore was released to the States/UTs under the Covid 19 Emergency Response and Health Systems Preparedness Package, a Central Sector Scheme.

Welfare of Asha Workers

Rs. 6309.91 crore have been released to States/UTs under Management and containment of Covid19 under the India Covid19 Health System Preparedness and Emergency Response Package during financial year 2020-21 (up to 19-1-2021).

Further Pradhan Mantri Garib Kalyan Package Insurance scheme was introduced for all healthcare workers including ASHAs engaged for Covid19 response. The insurance scheme provides a life insurance cover of Rs. 50 lakhs in case of death due to Covid19. An incentive of Rs. 1000/-per month is provisioned for ASHAs engaged in Covid19 response, under the India Covid19 package. As per reports received from States/UTs till November, 2020, 9,53,445 ASHAs and 36,716 ASHA Facilitators have received supplementary Covid19 payment. No such delay has been reported.

ASHAs are envisaged to be community health volunteers and are entitled to task/activity based incentives including for coverage under:

·                                 Pradhan Mantri Jeevan Jyoti Beema Yojana (premium of Rs. 330 contributed by GOI)

·                                 Pradhan Mantri Suraksha Beema Yojana (premium of Rs. 12 contributed by GOI)

·                                 Pradhan Mantri Shram Yogi Maan Dhan (50% contribution of premium by GOI and 50% by beneficiaries)

Mental Health Crisis in the Country

The Government conducted the National Mental Health Survey (NMHS) of India through the National Institute of Mental Health and Neuro Sciences (NIMHANS), Bengaluru in 2016 as per which the prevalence of mental disorders in adults over the age of 18 years is about 10.6%.The District Mental Health Programme (DMHP) component of the National Mental Health Programme (NMHP) has been sanctioned for implementation in 692 districts for which support is provided to States/UTs through the National Health Mission. 

Facilities made available under DMHP at the Community Health Centre(CHC) and Primary Health Centre(PHC) levels, inter-alia, include outpatient services, assessment, counselling/ psycho-social interventions, continuing care and support to persons with severe mental disorders, drugs, outreach services, ambulance services etc. In addition to above services there is a provision of 10 bedded in-patient facility at the District level.

The Government has not conducted any study to assess the impact of COVID-19 pandemic on mental health of the population. However, realizing the impact that COVID-19 may have on the mental health of the people, the Government has taken a number of initiatives to provide psychosocial support during COVID-19. These initiatives include:

·                                 Setting up of a 24/7 helpline to provide psychosocial support, by mental health professionals, to the entire affected population, divided into different target groups viz children, adult, elderly, women and healthcare workers.

·                                 Issuance of guidelines/ advisories on management of mental health issues, catering to different segments of the society.

·                                 Advocacy through various media platforms in the form of creative and audio-visual materials on managing stress and anxiety, and promoting an environment of support and care for all.

·                                 Issuance of detailed guidelines by the National Institute of Mental Health and Neurosciences (NIMHANS), Bengaluru- "Mental Health in the times of COVID-19 Pandemic - Guidance for General Medical and Specialized Mental Health Care Settings".

·                                 All the guidelines, advisories and advocacy material can be accessed on Ministry of Health and Family Welfare website under “Behavioural Health – Psychosocial helpline” (https://www.mohfw.gov.in/).

·                                 Online capacity building of health workers by NIMHANS in providing psychosocial support and training through (iGOT)-Diksha platform.

With the objective to address the shortage of mental health professionals in the country, 25 Centres of Excellence in Mental Health and 47 PG training Departments in Mental Health specialties to increase the PG training capacity in mental health as well as improving the tertiary care facility have been funded. The financial support for establishment of each Centre of Excellence in the field of mental health has been increased from Rs. 30 crores in the 11th Five Year Plan to Rs. 36.96 crores per Centre.

The District Mental Health Programme (DMHP) has been extended to 692 districts of the country, under which, enhanced financial assistance of upto Rs. 83.20 lakhs per district per year is being provided to the districts for detection, management and treatment of mental disorders/ illness and additional components like suicide prevention services, work place stress management, life skills training and counselling in schools and colleges, etc.

Sufficient financial assistance is also provided to the three Central Institutions viz. National Institute of Mental Health and Neuro-Sciences, Bengaluru, Lokopriya Gopinath Bordoloi Regional Institute of Mental Health, Tezpur, Assam and Central Institute of Psychiatry, Ranchi.

Further, as mandated by the Mental Healthcare Act, 2017, mental healthcare services have been integrated into general healthcare services like National Health Mission, PMSSY, Rashtriya Kishore Swasthya Karyakram, AYUSHMAN Bharat, PMJAY, etc.

High Level Committee for Distribution and Administration of COVID-19 Vaccines

A National Expert Group on Vaccine Administration for COVID-19 (NEGVAC) has been establishe, which provides guidance on all aspects of COVID-19 vaccination including prioritization of population groups, procurement and inventory management, vaccine selection, vaccine delivery  and tracking mechanism etc.

NEGVAC is chaired by Member (Health), NITI Aayog and co-chaired by Secretary (H&FW). NEGVAC has representation of Secretaries from Ministry of External Affairs,  Department of Expenditure, Dept. of Biotechnology, Dept. of Health Research, Dept. of Pharmaceuticals, Ministry of Electronics and Information Technology, representative from five State Governments and technical experts.

NEGVAC has prioritized Health Care Workers and Front Line Workers during the initial phase of COVID-19 vaccination followed by prioritized population groups of persons aged 50 years and above, and those aged less than 50 years with comorbidities. The vaccination of Health Care Workers is going on.

During the first phase of COVID-19 vaccination, the vaccine is being provided by the Central Government, free of cost to States and UTs for vaccination of Health Care Workers and Front Line Workers.

Bio-Medical Waste Management During COVID-19 Pandemic

Guidelines issued by Central Pollution Control Board (CPCB) “Handling, Treatment & Disposal of Bio-medical Waste Generated during Treatment/Diagnosis/Quarantine of COVID-19 Patients”, are being followed by all Central Govt. Hospitals. During COVID-19, Central Government Hospitals have been advised to manage and dispose the bio-medical waste as per as Bio-medical Waste Management Rules-2016.

All the Central Govt. Hospitals located in States/Union Territories are equipped with Bio-medical Waste facility.

Amalgamation of Ayushman Bharat Yojana with State Health Schemes

Ayushman Bharat Pradhan Mantri Jan ArogyaYojana (AB-PMJAY) is a centrally sponsored scheme. Presently, it is being implemented in 32 States and Union Territories (UTs) across the country. As per design of the scheme, States/UTs implementing AB-PMJAY have the flexibility to run their own Health Protection Schemes in alliance with AB-PMJAY at their own cost. Under this arrangement, the States/UTs may use Health Benefit Packages, common IT platform and empaneled hospital network of PMJAY.

The funding of the scheme is shared between Central and State Governments. The ratio of central share to state share for all States, except North-Eastern States and Himalayan States and Union Territories with legislature, is 60:40. For North-Eastern States and Himalayan States, the ratio is 90:10. In the case of Union Territories without legislatures, the Central contribution of premium is 100%.

1.57 Crore Hospital admissions worth Rs. 19,506 Crores have been authorized under AB-PMJAY. These include utilization data corresponding to expanded beneficiary base by some States/UTs. Development Status of AIIMS in the Country

Under Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) setting up of 22 new AIIMS has been sanctioned. This includes 10 AIIMS sanctioned during 2017-18 or thereafter. Six   of the approved AIIMS i.e. Bhopal, Bhubaneswar, Jodhpur, Patna, Raipur and Rishikesh are functional. Remaining 16 new AIIMS are in various stages of construction. State-wise location of these 16 AIIMS, date of their cabinet approval and approved cost is as below.

In addition to 6 functional AIIMS, OPD services have been started in 6 AIIMS i.e. AIIMS at Rae Bareli, Mangalagiri, Gorakhpur, Bathinda, Nagpur  and Bibinagar.

MBBS course has started in 12 AIIMS i.e AIIMS at Mangalagiri, Nagpur, Kalyani, Gorakhpur, Bathinda, Rae Bareli, Deoghar , Bibinagar, Guwahati, Bilaspur, Jammu and Rajkot.

The construction work is in progress for AIIMS, Mangalagiri in Andhra Pradesh. Initially, there was some delay due to non-availability of sand for construction work. There was also some delay in completion of activities to be undertaken by the State Government,  which included arrangement of water supply, storm water disposal drain,  main approach road to campus and  shifting of existing NDRF campus. Covid-19 pandemic also affected the progress of work.

Progress of all the ongoing projects under PMSSY is regularly reviewed with Executing Agencies and other stakeholders with a view to ensure their completion in a time-bound manner.

Confidentiality of Data Under NDHM

The pilot phase of National Digital Health Mission (NDHM) is active in 6 UTs (Andaman & Nicobar Islands, Chandigarh, Dadra Nagar Haveli and Daman & Diu, Ladakh, Lakshadweep and Puducherry). As on 21st January 2021, 6,30,478 Health IDs have been generated in the above mentioned 6 UTs.

The selection of vendors for NDHM is compliant with various applicable rules and policies of Government of India.

The data is stored in a federated architecture as described in the National Digital Health Blueprint released by the Government of India in 2019. There is no centralized database of medical records. However, NDHM enables appropriate use of the health data of each individual for his/her own healthcare with his/her consent only.

Therefore, there is no violation of privacy of Indian citizens.

The Government gives highest priority to data security and privacy. It is inbuilt in the design of NDHM. All applicable laws, rules and judgments of Hon’ble Supreme Court are being followed. Health Data Management Policy has also been approved. Apart from various legal provisions, all technical solutions possible to ensure data privacy and security are being put in place. As mentioned in the National Digital Health Blueprint (NDHB), the guiding document for NDHM implementation, use of secure health networks and government community cloud infrastructure, as defined by MeitY, is being used for hosting of data. All events on this cloud infrastructure would be under 24x7 surveillance to ensure highly secure environment.

One of the key aspects of information security framework under NDHM highlights Privacy by Design as one of the key guiding principles. It aims to ensure that health data and its transfer are always compliant and adhere to all privacy requirements. All the building blocks that require handling personal health records are being designed to comply with such policy abinitio.

Further, medical records are made available to anyone only with the consent of the individual or his/her nominee.

India’s Daily New Cases drop below 9,000 after 8 months; 8,635 new cases recorded in the last 24 hours

Daily Deaths less than 100, lowest in 8.5 months

More than 39.5 lakh beneficiaries vaccinated against COVID19

India’s Daily New  Cases continue to follow a consistent downward slope.

After reaching a high of 95,735 on 10th September 2020, they have dropped to 8,635 today, lowest in 8 months.

India’s average daily new cases also show a clear downward slip in the last 5 weeks. While it was 18,934 in the 30 Dec 2020 – 5 Jan 2021 period, the average daily new cases have reduced to 12,772 in the 27 Jan – 2 Feb 2021 timeline.

In another significant development, the country has reported less than 100 daily deaths in the last 24 hours, lowest in eight and half months. 100 deaths were recorded last on 15th May, 2020.

The average daily deaths in the last 5 weeks also show a similar downward slide. The average daily deaths in the 27 Jan – 2 Feb 2021 phase is 128, in contrast to 242 average daily deaths recorded in the 30 Dec 2020 – 5 Jan 2021 period. 

The country’s active caseload has also shrunk further to 1.63 lakh (1,63,353) today.The present active caseload now consists of just 1.52% of India’s Total Positive Cases.

India’s cumulative recoveries stand at 1.04cr (1,04,48,406) today. The Recovery Rate is 97.05%.

As on 2nd February, 2021, till 8 AM, total of 39.50 lakh (39,50,156) beneficiaries have received the vaccination under the countrywide COVID19 vaccination exercise.

In the last 24 hours, 1,91,313 healthcare workers were vaccinated across 3,516 sessions.

72,731 sessions have been conducted so far.

The number of beneficiaries being vaccinated every day has shown a progressive increase 

13,423 patients have recovered and discharged in the last 24h ours.

85.09% of the new recovered cases are observed to be concentrated in 10 States/UTs.

Kerala has reported the maximum number of single day recoveries with 5,215 newly recovered cases. 3,289 people recovered in Maharashtra in the past 24 hours followed by 520 in Chhattisgarh. 

80.10% of the daily new cases are from 6 States and UTs.

Kerala reports the highest daily new cases at 3,459. It is followed by Maharashtra with 1,948, while Tamil Nadu reported 502 new cases.

The Centre has rushed High Level teams to Kerala and Maharashtra for supporting the States in public health interventions for COVID19 management. 

94 fatalities have been recorded in the last 24 hours.

Five States/UTs account for 65.96% of the daily deaths. Maharashtra saw the maximum casualties (27). Kerala follows with 17daily deaths and Tamil Nadu reported7 casualties.

Sixteen States/UTs have not reported any deaths in the last 24 hours.

Centre rushes High Level teams to Kerala and Maharashtra for supporting the States in public health interventions for COVID19 management

Union Ministry of Health & Family Welfare has decided to depute two high-level multi-disciplinary teams to Kerala and Maharashtra to collaborate with the State Health Authorities in instituting public health measures for COVID-19 management.

At a time when almost all States/Union Territories are showing a declining trend in number of cases and deaths due to COVID-19, Kerala and Maharashtra continue to report large number of cases. At present, these two States alone are contributing to almost 70% active COVID-19 cases in the country.

The Central team to Maharashtra comprises of experts drawn from National Center for Disease Control (NCDC) and Dr. RML Hospital, New Delhi. The Kerala team shall comprise of senior official from Ministry of Health & Family Welfare along with experts from Regional Office of Health & Family Welfare, Thiruvananthapuram and Lady Hardinge Medical College, New Delhi.

The teams shall work closely with the State Health Departments, take a stock of on ground situation and recommend necessary public health interventions to contain the large number of cases being reported by these States.
