continue to report a spike in Daily New Cases

Five
States of Maharashtra, Punjab, Karnataka,
26,291 new cases were registered
in the last 24 hours.
A rising trajectory of daily new cases is visible in eight
states. These are Maharashtra, Tamil Nadu, Punjab, Madhya Pradesh,
Kerala
has a consistently declining trend over last one month.
Three states, Maharashtra,
Kerala and Punjab, cumulatively account for 77% of
The graph below highlights the day-on-day change in number of
active cases since 18 January 2021.
On the other hand
2,99,08,038 vaccine doses have been administered through 5,13,065 sessions, as per the
provisional report till 7 am today.
These include 73,55,755 HCWs (1st dose), 43,05,118 HCWs (2nd dose), 73,40,423 FLWs (1st dose) and 11,50,535 FLWs (2nd Dose), 14,64,014 beneficiaries
aged more than 45 years with specific co-morbidities (1st Dose) and 82,92,193 beneficiaries
aged more than 60 years.

As on Day-58 of the vaccination drive (14th March, 2021), 1,40,880 vaccine doses
were given. Being a Sunday, most States and UTs did not schedule vaccination
sessions yesterday.
Of the total, 1,20,885 beneficiaries were vaccinated across
2,211 sessions for 1st dose (HCWs
and FLWs) and 19,995 HCWs and FLWs received 2nd dose of vaccine.

The
6th Mega-Health camp in Parliament House Annexe for
super-specialist consultations for Parliamentarians was inaugurated today by
Shri Om Birla,Speaker of LokSabha in the presence of Dr. Harsh Vardhan, Union
Minister for Health and Family Welfare andShriAshwini Kumar Choubey, Minister
of State, Ministry of Health and Family Welfare. ShriPralhadVenkatesh
Joshi,Minister of Parliamentary Affairs, ShriHarivansh Narayan Singh, Deputy
Chairman, RajyaSabha and other dignitaries were also present at the event.
On
the health facilities being provided at Parliament House Annexe Medical Centre
round the year, the Union Health Minister said, “Health is an important subject
for all. Services of specialists from various specialties are available along
with the provision for laboratory investigations, X ray and ultrasound
facilities. In the camps organised during the last few years, large number of
beneficiaries which included MPs, Ex MPs, their family members and other staff
members availed of services at the Medical Centre. In-house arrangements have
also been made for COVID testing and COVID Vaccine administration this year.”
Speaking
on the rising COVID cases in
Special
Health awareness camps are organised at the medical centre housed in the
Parliament House Annexe from time to time. The campswere organized in the preceding
years since 2004 (2004, 2006, 2010, 2015, 2019).
Apart
from usual services, Specialised Super Specialist consultationsare being offered
to members of parliament including Cardiology, Neurology, Endocrinology and
Gastroenterology. Also additional Ayush services and nutritional services are
offered.
In
the camp held in December 2019, almost 240 members of parliament availed of the
services. In today’s Mega Health Camp, Super speciality services in Cardiology,
Cardiovascular surgery and Pulmonology with specialists from AIIMS have been
introduced.

PM Atma Nirbhar Swasth Bharat Yojana

In the
Budget speech of FY 21-22, ‘Prime Minister
AtmanirbharSwasth Bharat Yojana’ (PMASBY) scheme has been announced on 1st February,
2021, with an outlay of about Rs.64,180 Cr over six years (till FY 25-26).This
will be in addition to the National Health Mission.
The main
interventions under the scheme to be achieved by FY 25-26 are:
i.
Support for 17,788 rural Health and Wellness Centres in in 10
High Focus States
ii.
Establishing 11,024 urban Health and Wellness Centres in all the
States.
iii.
Setting up of Integrated Public Health Labs in all districts and
3382 Block Public Health Units in11 High Focus states;
iv.
Establishing Critical Care Hospital Blocks in 602 districts and
12 Central Institutions;
v.
Strengthening of the National Centre for Disease Control (NCDC),
its 5 regional branches and 20 metropolitan health surveillance units;
vi.
Expansion of the Integrated Health Information Portal to all
States/UTs to connect all public health labs;
·
vii. Operationalisation of 17 new Public Health Units and
strengthening of 33 existing Public Health Units at Points of Entry, that is at
32 Airports, 11 Seaports and 7 landcrossings;
viii.
Setting up of 15 Health Emergency Operation Centres and 2 mobile
hospitals; and
ix.
Setting up of a national institution for One Health, a Regional
Research Platform for WHO South East Asia Region, 9 Bio-Safety Level III
laboratories and 4 regionalNational Institutes for Virology.
The
measures under the scheme focus on developing capacities of health systems and
institutions across the continuum of care at all levels viz. primary, secondary
and tertiary and on preparing health systems in responding effectively to the
current and future pandemics/disasters. The PMASBY targets to build an IT
enabled disease surveillance system by developing a network of surveillance
laboratories at block, district, regional and national levels, in Metropolitan
areas & strengthening health units at the Points of Entry, for effectively
detecting, investigating, preventing and combating Public Health Emergencies
and Disease Outbreaks. Increased investments are also targeted to support
research on COVID-19 and other infectious diseases, including biomedical
research to generate evidence to inform short-term and medium-term response to
COVID-19 like pandemics and to develop core capacity to deliver the One Health
Approach to prevent, detect, and respond to infectious disease outbreaks in
animals and humans.
National
Health Policy (NHP), 2017 envisages raising public health expenditure from the
existing 1.15% to 2.5% of GDP by 2025 in a time bound manner.
The
Minister of State (Health and Family Welfare), Sh. Ashwini Kumar Choubey stated

Immunization of Children

The
full immunization coverage stands at 92.8%, as per HMIS data from April 2019 to
March 2020. However, still there are pockets where children remain deprived of
completing the doses of vaccination, on account of various reasons, such as:
(i) lack of awareness of benefit of Immunization, (ii) apprehensions of Adverse
Event Following Immunization (AEFI), (iii) Child travelling, (iv) refusal for
vaccination and (v) operational gaps.
Special
vaccination drives like Mission Indradhanush, Intensified Mission Indradhanush,
Gram SwarajAbhiyaan (GSA), Extended GSA have been carried out to reach the left
out and drop out children from vaccination.
Further,
to mitigate low immunization coverage, strategic interventions like advocacy,
social mobilization, community engagement, inter personal communication at
family level and media engagement are undertaken.
The
targeted steps being taken by the Government in spreading awareness about the
immunization in children across the country are:
·
Awareness generation through electronic and print media like
radio spots, television, poster, hoardings etc.
·
Inter personal communication by front line health workers like
Auxiliary Nurse Midwife (ANM) and Accredited Social Health Activists (ASHAs)
·
Utilizing social media platforms like Twitter, Facebook,
WhatsApp and print media platforms.
·
Social mobilization by Accredited Social Health Activists
(ASHAs) and other community workers. The workers are incentivized for same.
The
activities are undertaken by Government bodies in coordination with
Non-Government Organizations (NGOs)
Under
Mission Indradhnaush and Intensified Mission Indradhanush (IMI) drives,
specific immunization sessions are conducted in pockets with low immunization
coverage and hard to reach areas where the proportion of unvaccinated and
partially vaccinated children is highest.
The
Minister of State (Health and Family Welfare), Sh. Ashwini Kumar Choubey stated

Services at Government Hospitals

“Public
Health & Hospital” being a State subject, the primary responsibility to
provide adequate healthcare services in public health facilities including the
Government Hospitals across the country lies with the State Governments.
To
address the healthcare challenges, particularly in rural areas, the National
Rural Health Mission (NRHM) was launched in 2005 to supplement the efforts of
the State/UT governments to provide accessible, affordable and quality
healthcare to all those who access public health facilities. Currently, NRHM is
a sub-mission of National Health Mission (NHM).
This
support under NHM includes provision of a host of free services related to
maternal health, child health, adolescent health, family planning, universal
immunisation programme, and for major diseases such as Tuberculosis, HIV/ AIDS,
vector borne diseases like Malaria, Dengue and Kala Azar, Leprosy etc.
Other
major initiatives include JananiShishuSurakshaKaryakram (JSSK) (under which
free drugs, free diagnostics, free blood and diet, free transport from home to
institution, between facilities in case of a referral and drop back home is
provided), Rashtriya Bal SwasthyaKaryakram (RBSK) (which provides newborn and
child health screening and early interventions services free of cost for birth
defects, diseases, deficiencies and developmental delays to improve the quality
of survival), implementation of Free Drugs and Free Diagnostics Service
Initiatives, PM National Dialysis Programme and implementation of National
Quality Assurance Framework.
Mobile
Medical Units (MMUs) & Telemedicine are also being implemented with NHM
support to improve healthcare access particularly in rural areas.
As
part of Ayushman Bharat, the Government is supporting the States for
strengthening Sub Centres and Primary Health Centres as Health and Wellness
Centres (AB-HWCs) for provision of comprehensive primary health care that
includes preventive healthcare and health promotionat the community level with
continuum of care approach.
Further,
Ayushman Bharat, PradhanMantri Jan ArogyaYojana (AB-PMJAY) provides health
coverage up to Rs. 5.00 lakh per family per year to around 10.74 crore poor and
vulnerable families as per Socio Economic Caste Census (SECC). In so far as
implementation of PMJAY is concerned, Public hospitals are reimbursed for the
healthcare services at par with the private hospitals under the scheme.
As
public health is a State subject, the responsibility of ensuring availability
of required medical equipment in the hospitals lie with the respective State
Governments.
In
the Budget speech of FY 21-22, ‘Prime
Minister AtmanirbharSwasth Bharat Yojana’ (PM-ASBY) scheme has been announced
for an amount of Rs. 64180 Crores. The proposed scheme has a
Centrally Sponsored Scheme (CSS) component of establishing 50 or 100 bedded
critical care blocks for the treatment of infectious diseases in 602 districts
of the country and also has a Central Sector component of setting up 150 bedded
critical care blocks in 12 Central Institutions.
No
such target has been set for COVID-19 vaccination, However, the National Expert
Group on Vaccine Administration for COVID-19 (NEGVAC) has prioritized Health
Care Workers, Front Line Workers, persons aged 60 years and above, and those
aged between 45 to 59 years with identified comorbidities for COVID-19
vaccination.
Presently,
vaccination of Health Care Workers, Front Line Workers, persons aged 60 years
and above, and those aged between 45 to 59 years with identified comorbidities
is going on at government and private COVID19 Vaccination Centres.
The
Minister of State (Health and Family Welfare), Sh. Ashwini Kumar Choubey stated
this in a written reply in the Lok Sabha here today.

Opening of Govenment Medical Colleges

Pradhan
Mantri Swasthya SurakshaYojana (PMSSY) does not cover setting up of new
Government Medical Colleges/Institutes. However, under this scheme upgradation
of 73 existing Government Medical Colleges/Institutes (GMCIs) has been
sanctioned. Thisupgradation involves construction of Super Speciality Block
(SSB) and/or Trauma Centre and/or procurement of medical equipment.
