Centre rushes High Level Public Health teams to

The
Central Government has rushed high level multi-disciplinary public health teams
to Maharashtra and
The
high level team to
The
teams visit the States immediately and will visit the hotspot areas in the
States and ascertain reasons for the surge. They will also brief the Chief
Secretary/Secretary (H) on their observations and remedial measures to be
undertaken by the State Health authorities.
The
Union Government has been leading the fight against the Covid pandemic with a
‘Whole of Government’ and ‘Whole of Society’ approach under the umbrella
strategy of ‘Cooperative Federalism’. As an ongoing effort to strengthen
efforts of various State/UT Governments for COVID management, the Central
Government has been deputing Central teams from time to time to visit various
States/UTs. These teams interact with the State/UT authorities and get a first
hand understanding of the challenges and issues being faced by them so as to
strengthen their ongoing activities and remove bottlenecks, if any. The reports
of Central Teams are shared with the states for further follow up action. The
follow up and compliance on part of states is monitored by the Union Ministry
of Health.

Shri
Rajesh Bhushan, Union Health Secretary and Dr. Vinod K. Paul, Member (Health),
NITI Aayog today interacted with Health Secretaries and MDs (NHM) of Haryana,
Andhra Pradesh, Odisha, Goa, Himachal Pradesh, Uttarakhand and UTs of Delhi and
In
a detailed presentation, it was pointed out that 9 districts in Delhi, 15 in
Haryana, 10 in Andhra Pradesh, 10 in Odisha, 9 in Himachal Pradesh, 7 in Uttarakhand,
2 in Goa, 1 in Chandigarh continue to be of concern as these districts are
seeing a decrease in total tests being conducted, low share of RT-PCR tests,
increase in weekly positivity and low number of contact tracing of the COVID
positive cases. These together can pose high risk of transmission to the
neighbouring States and UTs. A granular analysis of the COVID response in the
districts was shared with the States/UTs for further action.
States
were specifically asked to:
·
Continue with the effective strategy of ‘Test Track & Treat’
that had yielded rich dividends at the height of the pandemic.
·
Improve overall testing in districts reporting reduction in
testing
·
Increase share of RT-PCR tests in districts dependent on high
levels of antigen testing.
·
Refocus on surveillance and stringent containment of those areas
in selected districts which are seeing cluster of cases.
·
Carry out an average close contact tracing of minimum of 20
persons per positive case.
·
Focus on clinical management in districts reporting higher
deaths.
·
Actuate their health infrastructure to provide effective
clinical management to all the patients as a surge in cases also affects the
case fatality rate in those districts.
·
Accelerate vaccination for priority population groups in districts
reporting higher cases.
·
Make optimal use of the available vaccine doses and focus on
critical districts.
·
To collaborate with the private hospitals to open up vaccination
time-table for a minimum of 15 days and maximum of 28 days at a time.
·
Promote COVID-appropriate behaviour through communication and
enforcement.
Stress
was laid on prompt isolation and on medical supervision of those active cases
presently in home isolation for early identification of progressive
deterioration of the disease. The States were also asked actively watch out for
super-spreading events and share their best practices in breaking the chain of
transmission.

Techbharat 2021 – the e-conclave bringing together stakeholders from HealthTech
& Edutech sectors.

Union
Minister for Health & Family Welfare, Dr Harsh Vardhan addressed the
inaugural session of TechBharat 2021, today. Laghu Udyog Bharati and IMS
Foundation have organized the 2nd edition of the conclave bringing together
stakeholders from the HealthTech & Edutech sector on a virtual platform.
Techbharat is facilitating interactions & deliberations between thousands
of domestic & global participants, including policy makers, government
representatives, industry members, investors & start-ups to nurture
resourceful partnerships and boost growth in the sectors.
In
his address Dr Harsh Vardhan said: “The funding for the healthcare sector needs
to be stepped up greatly and it has to be ensured that there is equity in the
delivery of healthcare. A radical improvement in government facilities for the
poor, rather than only glitzy hospitals for the well-heeled along with the
recent moves to lower prices of essential drugs and health equipment are steps
in the right direction.”
Reiterating
the government’s commitment towards health & wellbeing of the citizens, he
highlighted the highest ever funding for the sector in the Union Budget
2021-22. The Union Minister said, “The massive increase of 137 percent in
budgetary allocation for the sector will not only help strengthen our
healthcare infrastructure but will also focus on areas of preventive health and
holistic well-being.” He added, “The total sum allocated to the sector of
more than Rs 2.2 lakh Crore, will be of immense help to the country at this
critical juncture in ensuring healthier lives of our citizens while at the same
time opening up enormous growth and employment opportunities.”
He
further said: “Under the visionary leadership of Prime Minister Shri Narendra
Modi Ji, the government has not only fulfilled its duty, by providing relief to
the citizens in the unprecedented times of COVID-19, but has also turned the
crisis into an opportunity by embarking on a mission to establish an Aatma
Nirbhar Bharat to further growth & development.”
Emphasizing
on how the learning from the country’s yearlong fight with COVID19 has helped
shape the Union Budget, Dr Harsh Vardhan said “Health has been identified as
one of the key pillars to drive growth in the country.” He added, “Expansion of
integrated health information portal to all States & UTs to connect all
public health labs, operationalization of new public health units and
strengthening of existing ones at multiple points of entry in the country,
setting up of 15 health emergency operation Centres and two mobile hospitals
along with the setting up of a National Institution for One Health, regional
research platform for WHO South East Asia region office, 9 Biosafety Level 3
laboratories and 4 Regional institutes on the lines of National Institute of
Virology, are some of the achievements which the country can be proud of.”
Advocating
for an integrated approach towards healthcare to provide holistic healthcare
services, the Union Minister said, “Another realisation which has emerged
over the years and gathered momentum during the pandemic has been to go back to
our roots, to opt for a system of medicine that takes care of the physical,
mental and spiritual well-being of an individual.” He further added, “There is
a need to incorporate science-backed, research-based benefits of our
traditional practices of Ayurveda, Unani, Siddha in the delivery of healthcare
and encourage our medical fraternity to incorporate these as part of a holistic
healthcare package.”
He
further said: “I would also like to highlight the contribution of the Mission
Poshan 2.0 scheme which strengthens nutritional content, delivery, outreach and
outcomes. This will merge supplementary nutritional programmes and Poshan
Abhiyan and is proposed to adopt and intensify strategy to improve nutritional
outcomes across 112 aspirational districts. Again highlighting a holistic
approach towards healthcare adopted by the Government.”
Touching
upon other health-related schemes he said: “Another important vertical which
has been addressed is the renewed focus on Jal Jeevan Mission, the second phase
of Swachh Bharat Abhiyan (Urban) and the Clean Air Initiative which target the
holistic health of India’s citizens as these schemes are designed to reduce the
disease burden of communicable diseases by curbing their transmission and
prevent those caused by pollution.
He
added “Similarly, the Pradhan Mantri Aatma Nirbhar Swasthya Bharat Yojana,with
a massive outlay of Rs 64,180 crore over the next 6 years, will develop
capacities of primary, secondary and tertiary care, health care systems,
develop institutions for detection and cure of new and emerging diseases and
strengthen the existing National Health Mission independent of it. The scheme
will strengthen 17,000 rural and 11,000 urban health and wellness centres, set
up integrated public health labs in all districts and 3,382 block public health
units in 11 States establish critical care hospital blocks in 602 districts and
12 central institutions.”
Dr
Harsh Vardhan concluded the session by saying “My vision for India 2022 cannot
but be the one visualised for the nation by Hon’ble Prime Minister Sh Narendra
Modi Ji. We have to work in unison to actualise his dream of a strong,
flourishing nation that is at the forefront of the comity of nations by 2022.
To arrive at the destination ‘New India’ a lot needs to be done, but if every
citizen lends his shoulder to the wheel, the goal should be well within our
reach.”

Dr. Harsh Vardhan inaugurates new research building
‘Desikan Bhawan’ at ICMR- NJIL & OMD,

Honourable
Union Minister of Health and Family Welfare, Govt. of India, Dr. Harsh
Vardhan inaugurated the new research building ‘Desikan Bhawan' equipped with
new COVID-19 diagnostic facility at ICMR-NJIL&OMD, Agra in the
presence of Director General ICMR & Secretary, Department of Health
Research, Prof. Balram Bhargava.
The
building is dedicated for research facilities like animal experimentation,
COVID-19 diagnosis, whole genome sequencing of different Mycohacteriu: species
and phytochemical extraction from medicinal plants for anti-TB drug
development. The capacity of COVID-19 Diagnostic Laboratory is around
1200 samples per day. This COVID diagnostic lab is loaded with Biosafety
level II (BSL I) cabinets, automated RNA extractors, and Real Time PCR
machines with which the diagnostic results ean be reported within a day.
The
honourable minister highlighted and appreciated DG, ICMR for the work done
during COVID-19 pandemic which can help in preventing and managing emerging
infectious diseases in future, and also the efforts towards ICMR in
tuberculosis diagnosis and treatment to achieve the goal of end TB by 2025,
the dream of our beloved Prime Minister.
The
Director General Prof. Balram Bhargava appreciated the work being carried out
at ICMR NJIL&OMD in the field of mycobacterial research. The DG, ICMR also
remarked that ICMR has been very robust in managing COVID-19 by intense
diagnosis of COVID-19 across the ICMR institute labs which has
facilitated the prompt management of the pandemic. It is the effort of ICMR
which brought the vaccine for COVID-19 with 81% efficacy.
The
Director of the institute, Dr.Shripad A. Patil briefed about the patient care
activities related to leprosy and TB at the institute and also about the
research facilities in the new building at ICMR-NJIL&OMD.
The
new building is named after Institute's first Director, Dr.K.V. Desikan, who
