January 2021

The
Central Government is gearing up for the roll out of COVID19 vaccine across the
country. Union Ministry of Health & Family Welfare (MoHFW) has been
pro-actively carrying out the preparations for roll-out of COVID-19 vaccine, in
collaboration with States/UTs and all stakeholders, over the past couple of
months to ensure that the preparations for roll-out of COVID-19 vaccine are on
track.
Two
COVID vaccines have been given emergency use authorisation by the Drugs
Controller General of India (DCGI) recently. The roll out of COVID-19 vaccine
is expected to begin in the near future. This milestone entails the need for
testing of all planned mechanisms for conducting the vaccination drive in the
country.
As
a simulation of actual execution, another round of dry run/mock drill
in all 700+ districts of all States/UTs (except UP and Haryana who have
already conducted/ will be conducting the dry run in all districts on
5th January and 7th January respectively) is planned on
8th January 2021 to ensure efficient planning and management for
vaccine delivery in each district of all States/UTs. Each district will
identify three types of session sites, similar to the previous dry run
including a public health facility (District Hospital/Medical College), private
health facility and rural or urban outreach sites.
In
this regard, a meeting of Hon’ble Union Minister of Health & Family Welfare
Dr Harsh Vardhan with the State/UT Health Ministers is scheduled on
7th January 2021 to guide States/UTs on the conduct of dry run. The entire
planning of the vaccination drive including beneficiary registration,
microplanning and vaccination at the planned session site, will be tested under
the leadership of District Collector/District Magistrate. The dry run will also
familiarize the State, District, Block and Hospital level officers on all
aspects of COVID-19 roll out. This activity will help administrators in
strengthening the linkages between planning, implementation and reporting
mechanisms, identification of any residual challenges prior to the actual
implementation and to provide confidence to the programme managers at all
levels to carry out a smooth implementation of the vaccination drive.
MoHFW
will be in constant touch with the States/UTs throughout the day to seek
feedback and provide support and, ensure timely resolution of the identified
challenges before the actual vaccination roll-out.
To
facilitate the entire vaccination process, a software,‘Co-WIN’, has been
developed by the Health Ministry for real time information of vaccine
stocks, their storage temperature and individualized tracking of beneficiaries
for COVID-19 vaccine. This software will assist the programme managers across
all levels in conduct of the vaccination sessions. A dedicated 24x7 call centre
has also been established for technical queries of Co-WIN users. The cold chain
infrastructure (like walk-in-freezers, walk-in-coolers, ice-lined
refrigerators, deep freezers) along with sufficient supplies of syringes and
other logistics have been ensured to begin COVID-19 vaccination drive.
Around 1.7
lakh vaccinators and 3 lakh vaccination team members have been trained on
the process to be followed at the vaccination sites which include beneficiary
verification, vaccination, cold chain & logistics management, bio-medical
waste management, AEFI management and reporting on Co-WIN software. Detailed
operational guidelines on all aspects of the COVID-19 vaccine roll-out,
including session planning & management, session site layout & its
organization, AEFI management, IEC messages, infection prevention & control
practices etc., have already been shared with the States/UTs and they have also
been oriented on the same.

Centre rushes a High Level team to Kerala for
supporting the State in public health interventions in COVID19 management

The
Union Government has deployed a high level Central Team headed by Dr S K Singh,
Director, National Centre for Disease Control (NCDC) to Kerala. The team will
reach the State day after tomorrow.
The
team will review the public health interventions in management of COVID- 19 by
the State Government of Kerala and support the State health authorities in
these measures.
Kerala
has been reporting very high daily new COVID cases since the past many days.
Total
of 35,038 new cases were logged during the last seven days. Around 5,000 new
cases are added daily to the State COVID19 tally.

As
an ongoing effort to strengthen efforts of various State/UT Governments for
COVID management, the Central Government has been deputing Central teams from
time to time to visit various States/UTs. These teams interact with the
State/UT authorities and get a first hand understanding of the challenges and
issues being faced by them so as to strengthen their ongoing activities and
remove bottlenecks, if any.

Health Ministry deploys multi-disciplinary teams to
Avian Influenza affected districts in Kerala and Haryana

The
Ministry of Health & Family Welfare has deployed multi-disciplinary teams
to Avian Influenza affected Alappuzha and Kottayam districts in Kerala, and
Panchkula District, Haryana.
The
Department of Animal Husbandry on 4th January 2021 notified detection of Avian
Influenza (H5N8) in samples of dead ducks from Alappuzha and Kottayam districts
in Kerala. A similar reports of Avian Influenza has also been received from
poultry samples from Panchkula District of Haryana.
The
two multi-disciplinary teams comprising of experts from

a high level team comprising Director, NCDC and Joint Secretary & COVID-19
nodal officer, Ministry of Food Processing Industries has been deployed to
Kerala on 6th January 2021 (today) to oversee the implementation of Avian
Influenza containment operations and guide State Health Departments in mounting
appropriate public health interventions for the same. In addition, this high
level team will also review the COVID-19 situation in the State.
Similar
reports of avian influenza have also been reported from Jhalawar, Rajasthan and
Bhind, Madhya Pradesh involving crows and migratory birds. Department of Animal
Husbandry as per laid down protocol has issued alerts to further intensify
surveillance to detect any case in poultry birds.
So
far, no human case of Avian Influenza has been reported. Ministry of Health
& Family Welfare continues to keep a strict watch over the evolving
scenario.

Dr.Harsh
Vardhan, Union Minister for Health & Family Welfare releasedINDIA REPORT on
Longitudinal Ageing Study of India (LASI) Wave-1 today on the virtual platform.
LASI
is a full–scale national survey of scientific investigation of the health,
economic, and social determinants and consequences of population ageing in

LASI, Wave 1 covered a baseline sample of 72,250 individuals aged 45 and above
and their spouses including 31,464 elderly persons aged 60 and above and 6,749
oldest-old persons aged 75 and above from all States and
Dr.
Harsh Vardhan expressed his happiness on the release of the report. He said,
“It is India’s first and the world’s largest ever survey that provides a
longitudinal database for designing policies and programmes for the older
population in the broad domains of social, health, and economic well-being.The
evidence from LASI will be used to further strengthen and broaden the scope of
National Programme for Health Care of the Elderly and also help in establishing
a range of preventive and health care programmes for older population and most
vulnerable among them.”
Highlighting
the importance of the Longitudinal Aging Study in India (LASI), he said, “In
2011 census, the 60+ population accounted for 8.6% of

protocols and field implementation strategies including representative sample

Steady decline in number of deaths; Daily Fatalities
below 300 continuously since the last 12 days

There
is a steady decline in the number of daily deaths recorded in the country. Less than 300 new deaths are being recorded in the country from
the last 12 days.
The effective strategy of containment including prompt
tracing & tracking, aggressive and widespread testing, combined with
standardized clinical management protocols have ensured the low mortality
levels.
The effective implementation by the State/UT governments has
resulted in early identification, prompt isolation and timely clinical
management of the hospitalized cases.

daily recoveries exceeding the daily new cases have ensured a total net
reduction of the Active Caseload. 21,314 new
recoveries were registered during the last 24 hours. A net decline of 3,490 cases has been recorded in the total active

daily cases in
96 new cases per million population have been
recorded in the last 7 days in India.The number of cases is much higher
in countries such as Brazil, Russia, France, Italy, USA and UK.
The
cumulative recoveries in
76.48% of the new recovered cases
are contributed by ten States/UTs.
With
4,922 persons recovering from COVID, Kerala has recorded the maximum number of
recoveries.
