For the first time, close to 15 lakh COVID tests conducted in a single day
Exponential Rise in Total Tests as they near 7 cr

With 14,92,409 tests
conducted in the last 24 hours, the cumulative tests have touched nearly 7 crore (6,89,28,440).
This exponential surge in the daily
testing capacities strongly demonstrates the determined escalation of the
testing infrastructure in the country.
The last one crore tests were conducted in merely 9 days.
The Tests Per Million (TPM) stand at 49,948 as of today
Evidence has revealed that higher numbers
of testing subsequently leads to lowered positivity rate. States that are
testing the highest numbers are also reporting a gradual decline in the
positivity rate.
The national cumulative positivity rate
stands at 8.44%
today.
With the expansion of testing
infrastructure, the daily testing by States/UTs has also increased. 23 States/UTs have better tests per million than the national
average (49,948).
As reiterated by the Prime Minister, as he
reviewed the status and preparedness of 7 States/UTs with high burden of
caseload recently, testing forms an integral pillar of COVID response and
management. The Centre’s three-pronged strategy of ‘TEST TRACK TREAT’ begins
with testing. CHASE THE VIRUS approach of the Union Government aims to catch every missing person through testing to curb spread of the
infection. Several measures have been taken by the Union Government through
calibrated steps to widen the testing net and ensure easier and more accessible
testing by all across the country. States/UTs have been empowered with
flexibility to ensure higher testing. They have been advised that all
symptomatic negatives of Rapid Antigen Tests are mandatorily subjected to
RT-PCR.
Expanded diagnostic lab network has given
a sharp boost to the enhanced testing numbers.
The testing network has grown to 1818 labs
today, including 1084 labs in the government sector and 734 private labs. These
include:
• Real-Time RT PCR based
testing labs: 923 (Govt: 478 + Private: 445)
• TrueNat based
testing labs: 769 (Govt: 572 + Private: 197)
• CBNAAT based
testing labs: 126 (Govt: 34 + Private: 92)

Although Mumbai has been reporting
higher number of Covid 19 cases, the mortality rate in the city has come down
over the last two months. The Case Fatality Rate, i.e. death due to
Covid 19 as percentage of total reported cases, has come down to 4.5% as against
5.8% during June. BMC’s Additional Municipal Commissioner (Health)
Suresh Kakani has attributed this dip to better monitoring as part of ‘Mission
Save Lives’.
Shri Kakani elaborated that under
Mission Save Lives, a separate list of critical patients in every hospital was
prepared and their treatment was monitored continuously. “Every day,
consultations were held with doctors twice through video conference, expert
advice was made available through Task Force members and continuous video surveillance
of serious cases was carried out. As part of the project, advanced ventilators
were made available, along with the services of trained technicians, which
played key role in bringing down the mortality rate” he added.
Addl. Municipal Commissioner
further said that although Mumbai is reporting higher number of Covid 19 cases,
the situation in the city is under control. He said that with the
unlocking process now on, most of the service and business establishments
except cinema halls, restaurants as well as schools and colleges have opened up
and there is increased movement of people. He further informed that BMC
has increased testing by 90% and they are in the process of scaling it up even
further.
Shri Kakani assured that bed
availability in Mumbai is satisfactory as nearly 5,500 out of 17,500 Covid beds
are vacant. He further said that nearly 10% of 8,800 oxygen beds and 1,100
ventilator beds are vacant in Mumbai.
The Addl MC asserted that BMC has
successfully brought down the curve in slums of Mumbai, which had posed serious
challenges in the starting months. He said, presently 70% of all the
reported cases are coming from apartment residents.
Shri Kakani further stressed that
public awareness plays a paramount role in controlling Covid and appealed to all
citizens to cultivate Covid appropriate behavior.
Maharashtra Government has launched
a direct contact campaign “Maaze Kutumb, Maazi Jababdari” (My Family, My
Responsibility) aimed at effective health care education for the control of
Covid 19 outbreak. Under this campaign, health related information is being
collected by reaching out to people directly. Currently campaign is in first
phase and second phase would be initiated on 14th October.
5,700 teams are deployed in Mumbai
for implementation with each team having 3 volunteers including representative from
municipal authorities, nominee from local body representative, and civil
society member would be part of team. “An app with geo-tagging facility
has been made available to each team, so as location of house and family member
details can be collated with the use of technology. This will help in achieving
target set in this programme” Suresh Kakani added.

10 States/UTs contribute 73% of new recovered cases

On the day when India’s has registered the
highest number of tests in a single day with nearly 15 lakhs tests conducted in
the last 24 hours, the trend of high recoveries continues unabated.
More than 47.5 lakh (47,56,164) patients have recovered so far. 81,177 patients recovered in the last 24 hours.
Recovered cases have exceeded active cases
(9,70,116) by nearly 38 lakhs (37,86,048) today.
Spurred by this number of very high
recoveries, the national Recovery Rate continues to follow a rising curve. It
stands at 81.74%
today.
73% of the new recovered cases have been reported from ten States/UTs, viz.
Maharashtra, Andhra Pradesh, Karnataka, Tamil Nadu, Uttar Pradesh, Odisha,
86,052 new confirmed cases have been reported in the last 24 hours in the
country.
75% of the
new cases are found to be concentrated in ten states/UTs.
1,141 deaths
have been registered in the past 24 hours. 83% of these are
from 10 States/UTs.
40% of the
new deaths reported yesterday are from Maharashtra with 459 deaths followed by

Historic reform in Medical
Education: National Medical Commission (NMC) constituted
Medical Council of India (MCI) stands abolished

Historic reform in the field of medical education has been
effectedby the Union Government with the constitution of the National Medical
Commission (NMC), along with four Autonomous Boards. With this, the decades old
institution of the Medical Council of India (MCI) stands abolished. Along with
NMC, the four Autonomous Boards ofUG and PG Medical Education Boards, Medical
Assessment and Rating Board, and Ethics and Medical Registration Board have
also been constituted to help the NMC in day to day functioning.
This historic reform will steer medical education towards a
transparent, qualitative and accountable system. The basic change that has
happened is that the Regulator is now 'selected' on merits, as opposed to an
'elected' Regulator. Men and Women with impeccable integrity, professionalism,
experience and stature have been now placed at the helm to steer the medical
education reforms further.

night on the 24th September,

In addition to NMC, four Autonomous Boards have also been
constituted and come into effect from today. The … Board will be chaired by …..
and will have …..The Commission has four Autonomous Boards,
namelyUnder-Graduate Medical Education Board, Post-Graduate Medical Education
Board, Medical Assessment and Rating Board andEthics and Medical Registration
Board to oversee UG/ PG education, accreditationand assessment and the matters
related to ethics and professional conduct of doctors.
The NMC will carry forward the reforms initiated by the
Board of Governors under Dr V K Paul. Already, number of MBBS seats has
increased over the last six years by 48% from around 54000 in 2014 to 80,000 in
2020. The PG seats have increased by 79% from 24000 to 54000 in the same
duration.
The key functions of the NMC will be further streamlining
regulations, rating of institutions, HR assessment, focus on research. Besides
they will work on modalities of the common final year exam after MBBS (NEXT-
National Exit Test) to serve for both registration and PG entrance; prepare
guidelines for fee regulation by private medical colleges; and developing
standards for Community Health Providers to serve in primary healthcare with
limited practicing licence.
It may be recalled that the National Medical Commission Act, 2019 was
passed by the Parliament in August, 2019.
With the coming into effect of the NMC Act from 25th September, 2020,
the Indian Medical Council Act, 1956 stands repealed and the Board of Governors
appointed in supersession of Medical Council of India has also been dissolved
with effect from the said date.

Dr Harsh Vardhan, Union Minister for Health and Family
Welfare and President, AIIMS presided over an event to mark the 65th Foundation
Day of AIIMS, New Delhi in the presence of Sh. Ashwini Kumar Choubey, Minister
of State for Health and Family Welfare.This day marks the beginning of
undergraduate teaching at AIIMS and was the day the first batch of MBBS classes
was held in 1956.
Congratulating the AIIMS fraternity for being ranked as number one among medical institutions by
National Institute Ranking Framework (NIRF) by the Ministry of Human Resource
and Development, Dr Vardhan expressed satisfaction that AIIMS, New Delhi has fulfilled the objectives of its establishment set by the
Indian Parliament in 1956 during its foundation and has continually sought to
achieve a high standard in healthcare services, education and research.
Dr. Harsh Vardhanalso expressed gratitude for the institution’s
huge contributionduring the COVID Pandemic. He said ,”More than 5 million patients have been infected with Coronavirus but
healthcare system of India has shown a great efficiency in not only providing
diagnostic and management facilities but also keeping the mortality at minimum
and recovery at maximum.” “I appreciate
that in last 6 months, AIIMS has taken a huge responsibility of providing care
to patients suffering from COVID-19, for innovating in areas of research,
guiding colleagues across the country and developing new methods of teaching
and communication,” he added.
